This study examines which strategic interventions MSMEs should prioritize to enhance sustainable performance by eliciting and aggregating expert judgments on Social Entrepreneurial Orientation (SEO) and alternative development strategies. A quantitative expert-judgment approach using the Analytic Hierarchy Process (AHP) was conducted over six months with 11 experts representing government, MSME practitioners, and MSME community administrators. Experts were selected using [sampling strategy] based on [expert selection criteria], and the sample size was justified by [sample size rationale]. Pairwise comparisons were aggregated using the geometric mean, and priority weights were calculated using the principal eigenvector method. Judgment consistency was assessed using the Consistency Ratio (CR), with a threshold of CR ≤ 0.10; [inconsistent matrices were revised or excluded according to the study protocol]. The results indicate that social innovativeness receives the highest weight among the SEO dimensions, followed by social risk-taking, social proactiveness, and socialness. At the strategic level, the global synthesis identifies proactive marketing and digital market expansion as the highest-ranked alternative, followed by business adaptation and risk management (0.2158), and [third-ranked alternative and its global weight]. These findings suggest that MSME development initiatives should connect social innovation with digital market activation and disciplined risk management. Government support can focus on capability development, while stakeholder networks can strengthen market intelligence and collaboration.
